Okay, to make a shitty game, start off with the graphics. Steal them all from gamemakers base graphics packs, or scribble them all in paint in your sleep. Graphics are half the game, so make sure to do them REALLY fast. Be sure to reuse graphics whenever possible. That is important for your game to be a load of crap.
Now, you go into the designing of your game. Make it glitchy. VERY glitchy. Have as many time-consuming tasks as possible~ Sure, you could make the distance between towns short and fun, but why do that? Make long, time taking trails between the bank and the shops, or the towns.
Next, make sure that ALL your background music is the same, annoying beat. Use it on every level. If you aren't lazy enough to re-use background music, at least be sure to have fast paced music in towns, and slow music in battle. Trust me, it's one of the crappiest decisions that you, as a designer, can do.
Make sure that the first boss is the hardest in the game. I mean, this boss needs to be impossible, while the last one needs to be easy. How else do you make your game suck? Also, be sure that the boss can hit you no matter where you hide. NO SAFE SPOTS. That makes the boss fight not impossible enough.
